MISSION:

Clark County Clerk’s Office employees will efficiently maintain and protect the integrity and accuracy of the judicial records of the Clark County Superior Court while serving the public in a courteous, professional and timely manner.

 

STRATEGIC DIRECTIONS:

Accurately Journalize and Preserve Superior Court Records and Exhibits

The Clerk’s Office receives and processes all documents and exhibits presented in a superior court cause of action. The processing of court documents involves record classification, assignment of cause number, computerized docketing, electronic image scanning and manual filing of hard copy records. Records must be maintained, retained and purged in accordance with statutory time constraints and archival standards.

The Clerk or her deputy is present at all court sessions to accurately and independently record all court decisions, receive and mark all exhibits  and review court documents for possible errors.

  • Continue efforts to convert microfilm records to electronic images

  • Continue to develop new procedures to streamline document processing, exhibit handling and record storage

  • Articulate the changing needs for storage, retrieval and purging of documents, records and exhibits

 

Expand Public Access to Court Records and Services

Regardless of economic status, there must be equal access for everyone who comes to and before the court. All citizens must be treated respectfully, fairly and equally and access to records and services must be consistent and predictable.

One of the duties of the County Clerk specified in state law is to publish notice of the procedure for inspection of the public records of the court. For many years, the Clark County Clerk’s Office has been a leader in expanding access to public court documents by electronic means.

  • Reduce procedural barriers and expand options for public access to court records and services in different locations and through various methods

  • Advocate for and support electronic filing and viewing of documents

  • Increase awareness of availability of LibertyWeb subscription

 

Recruit, Retain and Support a Highly Qualified, Diverse Staff

Employees of the Clerk’s Office perform highly responsible, independent and varied clerical and technical work in support of the Superior Court.  Employees must exercise independent judgment within policy guidelines and possess considerable knowledge of legal terminology, processes and procedures.  Work requires a high degree of reliability, accuracy and speed and the ability to prioritize.

  • Support recruitment, retention and progression of qualified employees

  • Continue to identify, offer and support employee training and cross training to enhance customer service

  • Provide all employees with opportunities for professional development

  • Provide training and educational resources to help employees interact effectively in a diverse workplace and community

 

Provide Fiscal Accountability for Court Monies

As the court’s agent, the Clerk’s Office collects statutory fees, fines, restitution and other court funds. Additionally, the Clerk’s Office maintains a trust account for monies received; provides an accounting system for receipting and disbursing monies as ordered by the court; and offers investment services for monies held.

  • Support and encourage expansion of Clerk’s Collection unit, responsible for holding defendants accountable to their victims and the community

  • Refine and implement policies and procedures that support accurate receipting, disbursement and investment of court monies

  • Advocate for development of modern, efficient statewide computer system which integrates record keeping and financial accountability

 

Promote Efficient, Conscientious Stewardship of County Resources

Employees of the Clerk’s Office are, for the most part, residents and taxpayers in Clark County. As such, we strive to support the county’s efforts to make our community safer, greener and more diverse. It is our stated policy to conserve county resources whenever possible.

  • Refine and implement policies and procedures that support accurate and efficient workflow

  • Establish, maintain and expand partnerships that support public needs

  • Seek alternate resources, such as grants, internships or volunteers to enhance customer service

  • Work with other county officials to develop a sustainable and balanced budget

  • Integrate countywide policies such as environmental sustainability, diversity and safety into all department policies

  • Support and encourage interdepartmental cooperation to expand use of technology to reduce employee workload and efficiency
